The simple difference
A permanent residence permit (permanent uppehållstillstånd) is still a residence permit. It can give a foreign citizen a long-term right to live and work in Sweden. Swedish citizenship (svenskt medborgarskap) is formal membership and can give additional rights.

Migrationsverket explains that a permanent residence permit has no limited period of validity. It remains valid while you are resident in Sweden and gives the right to live and work here.
