Permanent residence vs Swedish citizenship: what is the difference?

Permanent residence and Swedish citizenship both matter for long-term life in Sweden, but they are not the same. This guide gives a general comparison and points you back to Migrationsverket.

The simple difference

A permanent residence permit (permanent uppehållstillstånd) is still a residence permit. It can give a foreign citizen a long-term right to live and work in Sweden. Swedish citizenship (svenskt medborgarskap) is formal membership and can give additional rights.

What permanent residence means

Migrationsverket explains that a permanent residence permit has no limited period of validity. It remains valid while you are resident in Sweden and gives the right to live and work here. Requirements include maintenance and good conduct, and the application path depends on your current permit type.

Permanent does not mean impossible to lose. Migrationsverket says the permit can be revoked if you are no longer resident in Sweden, have been abroad for a long time, or gave inaccurate or incomplete information that mattered for the decision.

What Swedish citizenship adds

Migrationsverket describes Swedish citizenship as a legal relationship with the Swedish state and formal membership of society. People with permanent residence and Swedish population registration (folkbokföring) have essentially the same rights and obligations as citizens, but citizenship adds further rights.

Permanent residence can be important, but it is not the whole application.
